Кандидатка юридичних наук, експертка з митної та екологічної безпеки Оксана Мунтян має понад 23 роки професійного досвіду, 19 із них — на державній службі, зокрема на керівних посадах в Одеській митниці. Авторка понад 12 наукових праць, поєднує практику державного управління з правничою наукою. Нагороджена Орденом Святої Рівноапостольної Ольги.

— Пані Оксано, митниця — один із рубежів державної безпеки. Які виклики у сфері екологічної безпеки були найгострішими?

— Митниця для мене завжди була ширшою за контроль за переміщенням товарів. Це простір, де перетинаються економічні інтереси, державна безпека та захист довкілля.

Найскладніші ситуації виникають там, де за звичайним вантажем приховуються екологічні ризики — незаконне переміщення відходів, небезпечних речовин чи вантажів. Особливої уваги потребує морський напрям, стратегічний для зовнішньоекономічної діяльності України.

Сучасний митний контроль — не бар’єр для бізнесу, а інструмент професійного управління ризиками, який захищає державу, економіку та суспільство.

— Ваш науковий доробок безпосередньо пов’язаний із практикою. Чому цей зв’язок важливий для правової реформи?

— Наука для мене починається з практики. Саме професійний досвід дозволяє побачити, де норма права працює, а де потребує нового механізму реалізації.

Мої дослідження охоплюють адміністративно-правове регулювання митної діяльності, протидію правопорушенням, гарантії прав осіб у митних правовідносинах та вдосконалення адміністративних процедур.

Якість реформи визначається не кількістю нових норм, а їхньою здатністю працювати в реальному житті. Закон має бути логічним, зрозумілим і дієвим.

— Що для Вас означає Орден Святої Рівноапостольної Ольги?

— Це велика честь і водночас відповідальність. Відзнака — не лише визнання професійного шляху, а й кредит довіри.
Мої орієнтири незмінні: законність, професійність, чесність і відповідальність. Державна служба — це служіння людям і державі, тому за кожним рішенням я бачу реальні інтереси суспільства та країни.

— Які зміни визначатимуть майбутнє митної та екологічної безпеки України на шляху до ЄС?
— Європейська інтеграція — це зміна філософії державного управління. Україні потрібні цифровізація, ризик-орієнтований контроль, ефективний обмін даними та сильна міжвідомча взаємодія.
В екологічній сфері важливі запобігання шкоді довкіллю, відповідальність за забруднення та належний контроль за транскордонним переміщенням відходів і небезпечних речовин.

Ми маємо не просто імплементувати європейські норми, а сформувати культуру їх виконання. Саме це створює довіру до державних інституцій і робить безпеку системною.

— Що побажаєте нашим читачам сьогодні?

— Насамперед — миру. Кожен українець своєю роботою вже працює на майбутнє держави.

Бажаю не втрачати внутрішньої сили, людяності та віри. Сильна Україна починається з відповідальності кожного — за свої рішення, родину, громаду і державу.

Oksana Muntian: “State security begins where professionalism becomes a principle”

PhD in Law, expert in customs and environmental security Oksana Muntian has over 23 years of professional experience, 19 of them in civil service, including in managerial positions at Odessa Customs. Author of over 12 scientific works, combines the practice of public administration with legal science. She is awarded the Order of St. Equal-to-the-Apostles Olha.

— Mrs. Oksana, customs is one of the frontiers of state security. What challenges in the field of environmental security were the most acute?

— Customs for me has always been broader than control over the movement of goods. This is a space where economic interests, state security and environmental protection intersect.

The most difficult situations arise where environmental risks are hidden behind ordinary cargo – illegal movement of waste, hazardous substances or cargo. The maritime direction, which is strategic for Ukraine’s foreign economic activity, requires special attention.

Modern customs control is not a barrier to business, but a tool for professional risk management that protects the state, economy and society.

— our scientific work is directly related to practice. Why is this connection important for legal reform?

— For me, science begins with practice. It is professional experience that allows us to see where a rule of law works and where it needs a new implementation mechanism.

My research covers administrative and legal regulation of customs activities, combating offenses, guarantees of the rights of individuals in customs legal relations, and improving administrative procedures.

The quality of the reform is determined not by the number of new norms, but by their ability to work in real life. The law must be logical, understandable, and effective.

— What does the Order of Saint Equal-to-the-Apostles Olha mean to you?

— It is a great honour and at the same time a responsibility. The award is not only recognition of the professional path, but also a credit of trust.

My guidelines are unchanged: legality, professionalism, honesty and responsibility. Civil service is a service to the people and the state, so I see the real interests of society and the country behind every decision.

— What changes will determine the future of customs and environmental security of Ukraine on the way to the EU?

— European integration is a change in the philosophy of public administration. Ukraine needs digitalisation, risk-based control, effective data exchange and strong interdepartmental cooperation.

In the environmental sphere, prevention of environmental damage, responsibility for pollution and proper control over the transboundary movement of waste and hazardous substances are important.

We must not just implement European standards, but form a culture of their implementation. This is what creates trust in state institutions and makes security systemic.

— What would you like to wish our readers today?

— First of all, peace. Every Ukrainian is already working for the future of the state with his work.

I wish not to lose inner strength, humanity and faith. A strong Ukraine begins with everyone’s responsibility – for their decisions, family, community and state.

I believe in Ukraine, its people and our common Victory.
